The Ministry of Agriculture, Food and Rural Affairs (OMAFRA) is seeking a senior leader to drive strategies/initiatives that enable the success of the regulated marketing sectors in Ontario. Regulated marketing supports approximately three-quarters of Ontario’s $13 billion farm gate sales.

The Director of the Farm Products Marketing Commission Secretariat (“the Secretariat”) and Secretary to the Commission serves as the ministry liaison between the Ontario Farm Products Marketing Commission (FPMC), an independent Commission Public Body, (“the Commission”) and the Ministry.

Your Influence

You will provide strategic advice to the Commission on issues related to regulated marketing, programs, policy and all other issues relating to the Commission’s mandate. You will ensure government accountability for operation of the Commission under the legislative powers of the Ontario Farm Products Marketing Act and the Milk Act.

Additionally, as Director, you will support the Commission Chair and the Commission in carrying out their responsibility for the legislation covering regulated marketing.

As the Director, you will be responsible for leading a professional team that:

• Provides strategic advice and expertise, including policy analysis of issues and regulated marketing operational policy advice to the Commission Chair, Vice-Chairs, the Commission members, the Deputy Minister, and Minister/Minister’s Office.
• Manages the delivery of the Secretariat’s marketing and business services to support the producers and processors of farm products across Ontario, and to enable growth and innovation in these value chains.
• Enables the operational objectives as well as managing the staff, assets, and operations of the Secretariat.
• Leads the development of strategies and issues management that enable FPMC to meet its compliance and enforcement obligations related to regulated marketing.
• Ensures government accountability for operation of the Commission under the legislative powers of the Ontario Farm Products Marketing Act and the Milk Act.
• Ensures boards are operating within their mandate as captured in applicable legislation and regulations by applying best practices.
• Leads the development and implementation of protocols, processes, and capacity that enable the Farm Products Marketing Commission to meets its compliance and performance obligations.

• You have negotiation skills to support the Commission in bridging successful outcomes with major food processor organizations and with producer organizations.
• You have exceptional knowledge, financial and business acumen and experience that enable you to understand industry marketing analysis and related solutions.

Relationship Management and Communications

• You can manage and respond to sensitive issues which impact on a wide range and level of stakeholders with competing interests.
• You can provide strategic advice and expertise to the Minister and Deputy Minister and other ministry/government officials on emerging and contentious issues and implications.
• You have employed interest-based approaches to achieve successful outcomes with internal and external partners and stakeholders with competing interests.
• You have proven political acuity and ability to manage public and politically contentious issues.

Salary range: $130,930 - $164,930 per year
